【摘要】
| 伴随着经济社会领域的整体进步,中国慈善捐赠机制在捐赠主体格局、募捐筹资机制、捐赠组织管理体制以及监督透明机制等方面发生了重大变化,表现出了一系列积极的发展趋势。在慈善捐赠主体格局方面,初步形成并不断完善社会捐赠网络,个人与企业捐赠均呈现快速增长趋势,传统基金会格局被打破,私募基金会迅速崛起。在募捐筹资机制方面,逐渐向多元化、市场化、专业化、职业化方向发展。在捐赠组织管理体制方面,逐渐由"偏紧"的控制走向"宽松"的管理,由"条块分割"开始逐步走向"综合协调"。在监督透明机制方面,逐步建立起以政府为主体、民间评估力量参与的慈善组织评估机制,完善慈善捐赠的公开透明机制。
