【摘要】

市政公用事业治理变革是当前我国公共治理领域的一大难点和热点。本文首先回顾了建国以来我国市政公用事业的发展历程,重点分析了传统市政公用事业管理模式和市政公用事业市场化模式,对其特征、理论基础和实践绩效进行了系统梳理和检讨。在此基础上,本文将治理理论和合作主义思想引入到市政公用事业研究中,提出了新型的市政公用事业发展模式——合作治理模式,并详尽阐释了市政公用事业合作治理模式的内涵、特征和运行机制。

Currently,municipal public utilities reform is a difficult issue in the field of public governance.
