| This article will discuss a new developing tendency of local government, namely Xiangzhen, in China since economic reform in the beginning of 1980s, which is enthusiastic to expand and guarantee its self-interests but neither to be responsible for higher governments nor the farmers. As a conclusion, the author argues that the main reason for this phenomenon lie in the broken of the traditional "single-track-politics" and it is time foe change.
