【摘要】

目的了解中英城市社区卫生服务与贫困救助项目(UHPP)对成都沈阳两市社区卫生服务功能的影响,为我国其他城市社区卫生服务功能的发挥和完善提供参考。方法采用现有资料分析与定性、定量调查相结合的方法进行研究。结果UHPP项目通过经费支持、人员培训和业务指导等方式拓展和完善两市的社区卫生服务功能;健康教育方式不断丰富,受益人员逐渐扩大;慢性病管理逐步规范,纳入管理的息者数上升;计划生育与康复工作有新的突破与发展;预防保健功能得到完善;医疗服务功能提高,服务量明显增加。结论UHPP项目通过发展社区卫生服务系统,提高城市贫困人群的基本卫生服务可及性的运作模式,有利于城市社区卫生服务功能的发挥与完善。

Objective To understand the effects of Urban Health and Poverty Project (UHPP) on the function of community health service (CHS) in Chengdu and Shenyang and to provide a basis for perfection of CHS function in other cities of China.
