【摘要】

当前中国农村公共品供给机制表现出典型的"自上而下"的特征,即层层向上汇总公共品需求与绩效执行信息,层层向下传达供给决策与资金指令安排,信息反馈主要局限于政府体系内部。这种"自上而下"的体制符合当前中国的实际,客观上发挥了积极的作用,但从长远来看,仍需进行改革和完善。

【英文摘要】

At present, China’s typical top-down rural public goods supply mechanism is featured by a top-down level by level information aggregation of public goods demands and performance management implementation, a bottom-up level by level arrangement of supply decision- making and mandatory funds￡-and an information feedback system subject to the internal system of the government. Although such an applicable system plays a positive role objectively, it still needs to be reformed and improved on a long view.
