【摘要】

公共品管制制度、产权制度和融资制度的创新为私人供给公共品提供了制度保障。基础设施作为一种准公共品,是国家经济健康发展的基础和保证。中国目前基础设施需求庞大,但政府供给规模有限,且效率偏低。非国有经济投资基础设施存在明显的地区差异和行业差异。技术进步为中国民间资本参与基础设施的供给提供必要的前提条件:私人资本规模和制度创新与基础设施的市场供给呈明显正相关关系,其中制度创新起着至关重要的作用。

【英文摘要】

The regulation institution and finance institution guarantee the private capital to provide public goods.As a kind of impure public goods,infrastructure provides the base for a country's economy to develop steadily.In China,contrast to the large demand of infrastructure,the public provision is very limited and in low efficiency.There is clear regional and in- dustrial difference in the private provision of infrastructure.Besides the technology improvement,there is obvious positive relation between private p...
